Even though Hermits are mistakes they still provide a valuable resource to Hunters which the Heralds will still recognise. However, they will probably be very rare especially considering that when rectifying their mistake the Heralds would have made the the other creeds to compensate for them.
Don't know about Waywards though.

We assume that July '99 is the starting date because that is when Hunter List began, right? Well Witness01 is a Visionary so I would assume they appeared before then. But then again, most will either be dead or gone archangel so most will never appear in the game.
