I think that most potential candidates do NOT become hunters. We live in a time where we are taught that the best way to survive a situation is to not react, to be calm and quiet and not draw attention to ourselves. Not to meantion that the imbueing is putting people in a situation that most are not prepared for, much less willing to jump right into.

I think that this is a high number. A hunter would be hard pressed to survive a planned attack on a werewolf, much less the imbueing. Mages, vampires, werewolves all have a very great advantage over hunters. Zombies and other lesser bad guys would have a higher survivablilty rate. Even still, most imbueings are probably not without casualties.
