Let's put it another way. The only sort of folk that are imbued that do not take action, in one form or another, are bystanders. Hunter creeds are defined by their actions taken at the imbuing.
I don't seem to remember a passive-agressive creed, though I think that would be interesting to inflict on some ghouls.
